What's The Meaning Shag Bands Colour

YOUNG OFFENDERS there

AGE BREAKS
IMPUTABILITY
In Uruguay, minors who commit crimes are attributable to the age of 13, and there is a juvenile justice system for adolescents 13 to 18, according to what makes the Constitution (art. 43) and the international treaties the country has ratified. Uruguay is the Latin American country where adolescents are attributable to lower age. In Chile for example, is from 14 years and are also under the orbit of a juvenile justice system. "
The unmistakable conclusion is that then teens who break the law and are between 16 and 18 go to adult prisons (COMCAR, Freedom, etc..) do graduate of crime with adult prisoners.
In the multiparty agreement on security, the four political parties signed the following:
3.19.5 Creating a Rehabilitation Institute of Adolescents in conflict with the law as a specialized agency (Section 3.16.1) in the implementation of measures provided for justice, with the highest degree of technical autonomy.

The Institute will consist with trained staff and building infrastructure in line, in order to ensure both effective implementation of the judicial deprivation of liberty as to ensure a climate of respect for human rights compatible with the actual need for social reintegration the adolescents.
Bordaberry Senator says no, the teenagers are not going to go to adult prisons, will create an Institute for 16 to 18.
I wonder: what about the 13 to 15 years where they are? What will "reduce the accountability" then?
legitimate need exists in our population to live more safely, and this need is often identified with having a safe place to "minors" (although they make the 8% total crimes committed in Uruguay according to the judiciary, though there are 9,000 adult inmates and 320 juvenile prisoners).
Let's live more safely if we manage that teens who break the law to be rehabilitated and not re-offend. That is the way in which all parties had decided to resolve the underlying problem.
